Dear Ministers and Government Officials,
In August 2026, the United States designated Masar Badil as a terrorist entity, citing its relationship with Samidoun, which Canada listed as a terrorist entity in October 2024.
Masar Badil is planning a conference in Toronto in November 2026, promoted under the title “3 Years of Al-Aqsa Flood”—the name Hamas gave its October 7, 2023 terrorist attack on Israel. The conference includes Masar Badil’s youth arm, Tariq el-Tahrir.
Khaled Barakat is advertised as a keynote speaker. He is a member of Masar Badil’s Executive Committee and has documented ties to Samidoun. In October 2024, the U.S. Treasury designated Barakat for acting on behalf of the Popular Front for the Liberation of Palestine (PFLP), while simultaneously designating Samidoun.
I expect the all levels of government to work together to:
1. List Masar Badil and its offshoots as terrorist entities.
2. Investigate its leadership, financing, Canadian operations and connections to already-listed terrorist entities.
3. Take all lawful steps to prevent this conference from proceeding in Canada.
4. Thoroughly screen foreign speakers and attendees and deny entry to individuals who are inadmissible under Canadian immigration law.
It is your responsibility that Canada will not become a platform for extremist terrorist organizations, promote their ideology, radicalize youth, and build international terror networks.
Canadians deserve a government that acts decisively to protect public safety and confront terrorism.
